Commercial ComplianceThe Government of Manipur on June 02, 2026, notified the Manipur Industrial Estates Policy, 2026, superseding the Manipur Industrial Estate Rules, 2019 with respect to the allotment, management and administration of industrial estates in the State. The policy establishes a comprehensive framework for the allotment, development, utilization and optimization of industrial land, factory sheds, industrial parks, growth centres and other industrial infrastructure managed by the Department of Textiles, Commerce & Industry.

The policy aims to promote industrial growth and facilitate the development of Micro, Small and Medium Enterprises (MSMEs) by ensuring transparent and efficient allotment of industrial plots and factory sheds. It introduces provisions relating to leasehold and freehold rights, utilization of industrial land, transfer mechanisms, infrastructure maintenance and governance through a State Level Allotment Committee. The policy also aligns with industrial compliance reduction and deregulation initiatives promoted by the Government of India.

Under the policy, MSME entrepreneurs meeting prescribed eligibility conditions may apply for allotment of industrial sheds or land on lease, subject to limits on the number and size of allotments. Allottees are required to operationalize factory sheds within specified timelines, while leased land holders must construct and equip industrial units within twelve months of allotment. The policy comes into force from the date of its publication in the Official Gazette and is expected to strengthen industrial infrastructure utilization and investment promotion across the State.
